David Flynn is a Partner at Phillips Lytle LLP where he is the Team Leader for the firm’s Environmental Practice, as well as Co-Team Leader for the firm’s Energy and Cryptocurrency & Bitcoin Mining Practices. His practice is concentrated in the areas of environmental law, energy and emerging technologies. With respect to environmental law, David concentrates on regulatory compliance, brownfield redevelopment and sediment remedial projects. He was involved in the first successful conversion of a former industrial brownfield into a modern manufacturing facility in New York State.
In addition, David advises clients on business development issues and the regulation of energy before state and federal authorities. He also advises clients on the development and siting of renewable energy facilities, licensing of hydropower projects, hydrogen projects and energy storage facilities. Most recently, David began representing cryptocurrency firms on facility siting, regulatory and energy-related matters.
David regularly speaks on energy and environmental topics across New York State and has strong connections with major energy or energy-related organizations, including the American Council on Renewable Energy (ACORE) and the Business Council of New York State, Inc.
He is very involved in the Western New York community. David is currently the chairman of the board of directors for the Zoological Society of Buffalo and is very active with the Amherst Chamber of Commerce, where he is on the board of directors and former Board chair. He also sits on the board of trustees as treasurer for the Burchfield Penney Art Center.
David has received much recognition throughout his legal career. He has been listed in The Best Lawyers in America® and Chambers USA: America’s Leading Lawyers for Business, was selected for the Upstate New York Super Lawyers® list for the past 10 years, and was recently named to City & State’s New York Energy & Environment Power 100 list.
He is a graduate of the State University of New York at Buffalo and the State University of New York at Buffalo Law School, where he received his J.D. cum laude.
